Responsible Individual / Managing Director

As the RI / MD, you will provide organisational, financial, systems, physical and emotional support to registered managers within your portfolio of Ofsted registered children’s homes.

Purpose of position

 

  • To support the registered manager in joint responsibility as the person in charge of the day-to-day running of the care service.

  • To promote and encourage a caring environment for children and young people through high standards of professional practice that are conducive to each individual's physical, emotional, social, intellectual, and spiritual needs.

  • To ensure that each child/young person receives high-quality care appropriate to their individual need and is fully safeguarded.

  • Implement the requirements of all relevant current regulations and achieve the fundamental standards of care as defined by the Care Standards and Children’s Homes regulations legislation.

  • To ensure continual improvement of the service so that it achieves the highest Ofsted rating possible by meeting the assessment criteria highlighted in the Social Care Common Inspection Framework.

  • To ensure financial procedures and aims are met within the service whilst maintaining the quality of care.

  • To ensure that the registered manager has, where required, the appropriate guidance and support to manage all safeguarding concerns effectively and robustly.

  • In the absence of the operations director and care manager, ensure the effective management of the service and that it continues to meet all regulatory requirements.

  • To ensure that monthly Audits are carried out at the homes to monitor best practices and any concerns.

 

The day-to-day running of the service

 

  • Managing the day-to-day running of the service.

  • Providing all relevant information to prospective new service users placed at the homes.

  • Liaising with external professionals such as commissioners and local authorities to ensure the continued development and uphold the company’s reputation.

  • Support the home manager in arranging and assessing referrals into the home within a reasonable timeframe.

  • deciding whether the service can meet the personal care needs of prospective service users and negotiating an appropriate fee with the purchasing authority.

  • Investigating complaints, taking appropriate action and reporting to the person-in-control LADO and/or Ofsted via Reg 40 notifications

  • Monitoring the performance of staff and reviewing trends and patterns to enable continual professional development

  • Liaising with and cooperating with regulatory body inspectors and attending in person all inspections.


  • Comply with, review, and update all company policies and procedures and implement any updates and changes to current legislation.

  • 24hr on-call duties to ensure safe support and guidance for the portfolio of homes and managers.

 

Children and young people’s care and support

 

  • Ensure that the safety, emotional, spiritual, physical, medical, and material needs of the service users are recognised, assessed, and met. This also includes the assessment and upkeep of the environment/accommodation.

  • Supporting children and young people in the making of decisions in matters which directly affect their lifestyle.

  • Making or contributing to the assessment of the needs of each child/young person in conjunction with care commissioners, relevant professional agencies and, where appropriate, the young person’s family, and developing a plan which provides a satisfactory quality of life for that person.

  • Ensuring that the home meets, where appropriate, the Children’s Home Regulations 2015 and other relevant guidance relating to the running of residential children’s care services.

 

Staff matters

 

  • Assisting the registered provider with safer recruitment, appointment and deployment of all staff.

  • Assist the registered provider in ensuring good communication with and between staff and arranging staff meetings.

  • Ensure that effective induction, supervision, and assessment of staff are carried out and that training needs are identified and met.

  • Ensuring that employment protection legislation is implemented.

  • Arranging staff rotas, annual leave and annual appraisals.

  • To lead any investigations relating to poor performance, including monitoring any disciplinary matters.

 

Responsibilities concerning premises

 

  • To ensure quick responsive measures of facility maintenance and any malfunction of the heating, lighting or emergency systems and ensure the security of the premises.

  • Ensure that the fire regulations are complied with and advise the responsible person if there are areas of risk.

  • Ensuring that legislation and regulations concerning environmental health, infection control, building control, planning, and health and safety are complied with, and acting accordingly when required as the responsible person.

  • Assessing homes as part of the RI audits regarding health and safety and infection control issues and providing advice to staff regarding safe and healthy working practices in the field.

 

Finance

    

Responsible for the monitoring and control of expenditures available to individual homes.

 

  • Prepare budgets and monthly cash flow reports for the wider business and ensure that adequate accounting and financial record systems are in operation.

  • Ensure that children and young people are supported, wherever possible, in retaining responsibility for their own money and financial arrangements.

  • Ensuring that, where a child or young person is assessed as incapable of handling their own financial affairs, their money is handled properly and with the utmost probity and that records of all financial transactions are kept.

  • Manage funding requests and ensure the home manager manages their financial budgets responsibly and in accordance with company finance policies.

  • To work closely with the wider business members in identifying suitable properties for potential children’s homes.

  • To hold accountability for occupancy and the referral and assessment process for any potential placements.

The post-holder must maintain the confidentiality of information about children and young people, staff, and other care service-related businesses. The post-holder must also always meet the requirements of the Data Protection Act 2018 and the General Data Protection Regulation (GDPR) and comply with all company Information and Data Protection policies.

Person specification — Essential criteria


The following qualities are considered essential for the post of Registered Manager:


  • At least three years’ experience in a supervisory role within residential children’s services within the previous five years

  • At least five years of experience working within residential children’s home services

  • Be able to provide all relevant information to satisfy Schedule 2 of the Children’s Home Regulations 2015

  • To have achieved a good or outstanding within an Ofsted inspection as a registered manager

  • Registered Children’s Home qualification to a minimum level 5 or social care degree with the understanding they must meet section 28 of the Children's Home Regulations 2015.

  • The ability to take responsibility

EXPERIENCE REQUIREMENT


Minimum 3-5 years of experience in the healthcare industry as a Care Manager or Care Assistant.


DESIRABLE QUALIFICATION:


  • Diploma Level 5 qualification within leadership and management of a residential childcare service, RMA or Social Care equivalent. ;

  • Clearance from the Disclosure and Barring Service (DBS) update service
